Así, resulta esquilmado, por ser considerado una fuente inagotable de recursos, en lugar de un ecosistema frágil que hay que proteger. The River Júcar river crosses more than one province in the Valencian Community. The laws for the use and protection of the RiverJúcar are operated in different ways in each province of the Valencian Community without any overall coordination. Therefore,it is treated as an inexhaustible source of resources, instead of as a fragile ecosystem that needs to be protected.
En la Comunidad de Castilla – La Mancha, en el llamado acuífero 23, se extraen aguas de centenares de pozos ilegales con la finalidad de regar cultivos de cereales subvencionados por la Unión Europea y cultivos que no alcanzan siquiera el valor de la subvención y que no ofrecen suficientes puestos de trabajo, ya que las tierras donde se cultivan están en manos de grandes terratenientes latifundistas. In the Community of Castilla-La Mancha, in what is called waterhole 23, water is taken from hundreds of illegal wells in order to provide irrigation for:
The land they are cultivating are in the hands of huge landowners and large estate owners.
A su vez, en el sur de la Comunidad Valenciana, las grandes urbanizaciones turísticas demandan una gran cantidad de agua a utilizar sólo en periodo de vacaciones, exigiendo unas grandes infraestructuras nada rentables, pero muy convenientes para las grandes empresas constructoras. Also, in the south of the Valencian Community, the large tourist resorts such as Benidorm need a great deal of water to use - but only in peak holiday times. This is for the benefit of the large holiday firms, yet it poses problems for the Valencian Community.
Sin embargo, los territorios de la Ribera del Júcar no disponen de agua de suficiente calidad para el consumo humano, por la gran cantidad de nitratos que el río acarrea, y deben consumir aguas minerales embotelladas para uso de boca. Sólo una depuradora, de reciente construcción, limpia algo las aguas del río en Alzira – Carcaixent. Nevertheless, the territories along the Júcar do not have enough drinking water due to the large amount of nitrates that the river carries, and so they have to drink bottled mineral water. Only one recently-constructed water purifier does actually clean the Júcar to any extent. It is in Alzira - Carcaixent.
A pesar de ello, las condiciones ecológicas del cauce son muy deficientes y la proliferación de algas y mortandad de peces resultan desgraciadamente muy comunes, ya que el río llega a secarse totalmente en algunos momentos del año. Nevertheless, the ecological conditions of the riverbed of the Jucar are verypoor ; it is common to see fish poisoned and algal blooms, as theriver becomescompletely dry at certain timesofyear.
Y el uso lúdico del río, antes habitual, se ve imposibilitado en su curso medio-bajo. And their creational use of the river, which used to be popular and well-used, has become virtually impossible in certain areas.
La sociedad civil viene movilizándose desde hace más o menos cinco años y creando asociaciones de defensa del río, que reciben el apoyo de la Unión Europea y exigen el cumplimiento de su legislación, la Directiva marco de Aguas, que empieza a ser conocida en la región. Civil society has become more active over the past five years in creatingassociations for the protectionofthe river. These aresupported bythe European Union andrequirecompliance withitslegislation, theWaterFramework Directive, which is becoming much better known in theregion.
De todos modos, ni siquiera el plan de Cuenca, que debería haber estado redactado en 2009, se ha podido presentar, debido a las discusiones entre las Comunidades Autónomas por donde transcurre el río y por las presiones económicas de las empresas constructoras a las autoridades que impulsan macro-infraestructuras, como los trasvases, con grandes inversiones, en lugar de aprovechamiento de regadíos, reutilización por depuración, desalación, recuperación de costas a través de tarifas realistas, etc., que proponen los movimientos ecologistas. There are continuing discussions with the Community of Valencia as to how to preserve the river and prevent pollution. Here is also continuing pressure from construction companies and also the environmental movement.
Mientras las discusiones continúan, el deterioro del ecosistema deltaico Xuquer-Albufera prosigue y la lucha por una actitud de sostenibilidad se hace más y más necesaria. While discussions continue,the delta ecosystem continues to be degraded and get worse. The struggle fora positive approach to sustainability becomes more and more important and necessary.
